          A.N Varma, Member (J):— By means of a Writ Petition No. 40430 of 1999, the applicant approached the High Court at Allahabad, praying therein for following reliefs:—

          “(i) Issue a writ, order or direction in the nature of mandamus directing the respondent to constitute a Medical Board and get a medical re-examination of the petitioner conducted to ascertain whether the constitutional disease of Schizophernic-reaction is found in the physical constitution of the petitioner or he is a lunatic as alleged by the respondent and his officers and or pay him the disability pension from 8-12-77 when he was illegally discharged from service by quashing the order dated 14-10-99 (Annex-4) till date.
