          Does this mean disengagement from the Western Balkans?

          There is definitely a political signal, which refers to the fact that in some countries policy makers have not committed to the process of structural transformation required by enlargement.

          Yet, this is also the recognition of a de facto situation. Objectively, I do not think that, ove
